Can a llb register in madras bar council?

It seems a student graduated as LLB from others states is prohibited to register in Madras Bar Council. Does one need to register in Madras Bar council to practice in Tamilnadu?..If not necessary what are the disadvantages a advocate may face for not registering in Madras bar council.

Eg. A student from NALSAR is registered with bar council of AP. Can he practice in TN? ..Can he register in Madras bar council? What will be his limits for not being eligible to register in Madras Bar council.

Once already enrolled as an advocate in any state's Bar council, the advocate becomes eligible to practice law in any court through out India except Supreme Court where some other formalities are to be observed in addition to this.Thus a separate registration in Madras Bar council is not required to practice in Tamilnadu.
