Can an accused person's picture be shown in newspaper and social media?

Yes. That’s your personal interest. But, any damages charges will be borne by you if they are innocent as they can sue you under defamation charges.

It is at the discretion of police, depending on the circumstances and facts in the case.  It is not illegal if the accused is not available at his address, absconding and whereabouts can not be traced.

no we can't shows the picture until he or she is not prove guilty by the court.

It is a fact that, nowadays, such pictures are being published. It could be that this is unethical, but remains untested.
