What is your problem?
If you are not able to get the death certificate of the deceased person you may better approach the court as per procedures of law to obtain it.

Unfortunately, your question is not yet all clear. When the person died in the year 2014 why did keep silent all these 10 years?

If you are not able to get the death certificate from the authorities concerned owing to the reason that it is barred by limitation, you may file a petition before a court of law seeking remedy on the basis of documentary evidence in your possession to establish the death and for a direction to authorities concerned to furnish the death certificate.
