Eligibility for application

Sir,

I worked in central government from 1996 to 2011. Thereafter, in January 2011, I got selected in state government in a gazetted post which is equivalent to Rs.15100-39000 (Grade Pay Rs. 6600) scale when compared to central government 6th pay commission scales. I have availed pensionary benefits on pro rata basis for the service rendered in central government. I joined state government on the very next day I got relieved from central government, without any break in service, and since then i.e., January 2011, I am rendering service in state government and now covered under New Pension Scheme.

Now, a post in the Information Technology cadre in Pay Band-3 with Grade pay of Rs.7600/- is notified in central government which prescribes the following requirements.

(i) 7 years of IT experience.
(ii) 5 years service in Pay Band-3 with Grade Pay Rs.6600/- or equivalent grade in parent department.

My doubt is since I have taken retirement benefits till January, 2011, will the first requirement of 7 years experience will be satisfied. I have no Break In Service and I availed pensionary benefits as I had the option to avail that.

My new department in the State Government has Service Book from 2011 onwards, and the earlier Service Book till 2011 is closed by the central government as I availed pensionary benefits.


In the Application Form while applying for the IT cadre post in central government, I had filled all the service particulars starting from 1996 to till date, and my present state government department has put stamp certifying that all the details are correct. However, state government department has no service book of earlier service.

I could not think much while applying and applied in a bona fide manner. Please guide me will it create a problem once I am selected and joined in central government.

Yes you are eligible to apply through proper channel i.e. through your department duly enclosing advertisement hard copy.
It's also advisable for you to obtain a xerox copy of your service documents from your central government employer for the services rendered from 1996-2011.

I understand that your good-self has a consolidated experience of 7+ years in IT industry. If your re-iteration of the notification is correct, then there is no problem with your eligibility since the notification does not mandate an unbroken chain of continuous experience. If you want us to scrutinize the notification for ourselves, kindly provide us the necessary URL address.

Yes, you are eligible. The fact that you have taken pro-rata pension does not matter.

PB 3 starts with pay scale of 15,600-39,000 (GP 6,600) whereas your scale starts 15,100-39,000, is it correct?
You have already availed pro rata benefit of your service rendered with Union and finally paid all dues and released before joining service in State, how can you again avail benefit of service again? Check with HR head of your department.
Your service in State has rightly commenced w.e.f. 2011, however, if otherwise you are eligible, you may apply through proper channel for new IT assignment in GP 7,600/-. It would again be a fresh appointment, if offered/joined.

With regard to Pay Band-3 scale what I typed is a typographical error. What you mentioned is correct.

Respected Experts,
One more thing, bonafidely assuming that I have experience of 7 years, I applied, and as such I will be governed under new pension scheme and would not be claiming old pension scheme as I am already drawing pension for that earlier service till 2011. As such, what I think is, 7 years experience is experience either prior to 2011 or after 2011, unless you are claiming undue benefit of old pension scheme. Kindly shed some light on this and clarify please.
