Deputy Registrars of CHS hand-in-hand with MCs.

A person senior citizen is deprived of use of his legally bought office by MC of society since 2002 and deputy registrar a ward is hand in hand due to corruption. It's very difficult and impossible to bring to justice government staff due to protection by ministers.

He now wants to file claim with the Consumer Commissioner for mental agony, harassment and huge losses suffered due to forced closure of profitable business caused to the complainant.

Will it be appropriate to add Deputy Registrar A ward/Deputy District Registrar second party in the matter?

Enough documentary evidence of collusion is available with the complainant.

The Deputy registrar cannot be impleaded as party to the consumer disputes cases, however if you want to file a civil suit you can add him as a party on the basis of the correspondences you had with him by which he had not taken any action till this date.

What stopped the member / owner / purchaser (senior citizen) to take over and use his office in the Society for the last 21 years i.e., since 2002 

Presumably sameperson (Deputy Registrar, who is alllegedly hand-in-glove with MC) is not there in the office since 2002, isn't so ?

Whether every DR was corrupt and hand to glove with MC during the elapsed period of 21 years,, as alleged by you ?
