Discrimination by MTNL

 MTNL is a government company operating only at Delhi and Mumbai. The tariff for both the cities in matters of telephony is same. Recently, in its website it stated that from 15/8/2008 new connection users of broadband will get 600 mb downloads under PLAN TRIB 199 instead of 400 mb and existing customers will get it from 1/9/2008. I found that though Delhi customers were allowed 600 mB, Mumbai customers were allowed only 400 mB. MTNL was not forthcoming about this discrimination. MTNL cannot create two classes of citizens, customers and cannot discriminate between them. MTNL is a state and such discrimination is prohibited. Tomorrow there will be variable rates of telephone call charges in the two cities. 

In what way, MTNL can be made to end discrimination?
