How to Obtain Driving Licence: Himachal Pradesh

No person can drive a motor vehicle in any public place unless he holds an effective driving licence issued to him, authorizing him to drive a vehicle of that particular category. The following two types of licences are issued:

  • Learner's Licence - This is a temporary licence valid only up to 6 months. It is issued to learn driving of motor vehicles.
  • Permanent Licence - One becomes eligible for a permanent licence after the expiry of 30 days from the date of issuing the learner's licence.

Eligibility

  • 18 years of age.
  • For vehicles up to 50CC engine capacity & without gear -- 16 years(Provided parent's/ guardian's consent is obtained.)
  • For commercial vehicles -- 20 years.

The applicant should be conversant with traffic rules & regulations.

Procedure

·         For Learner's Licence

After verification of your documents you will have to go through a learner's test. Before the learner's test, colour blindness inspection is carried out. The learner's test is conducted for different traffic symbols. The learning licence is issued to the applicants who pass this test.

·         For Permanent Licence

After scrutiny of your documents, you will be put through the driving test. For the driving test you have to bring your vehicle with you. You will be tested for your driving skills, familiarisation with the vehicle, traffic rules & regulations. You can be asked about the vehicle system and safety. This test is either conducted by the RLA or by the Motor Vehicle Inspector (MVI).

Concerned Authority

Concerned Sub. Divisional Officer (Civil) or the Regional Transport Officer.

Necessary Documents/Papers

For Learners? Licence

  1. Residence proof : Proof of having residence in the jurisdiction of concerned Licensing Authority ? attested copy of any of the following:
    • Ration card
    • Passport
    • Voter Identity card
    • Telephone bill as proof
    • Pay slip issued by any office in the Central/State Govt. or a local body
    • The consent from parents in blood relation can be treated as residence proof, if parents enclose their residence proof.
    • Other authentic proof acceptable by Motor Licencing Officer (MLO)
  2. Age Proof: attested copies of any of the following:
    • School certificate
    • Passport
    • Birth Certificate
    • Certificate from Central/State Govt. or a local body
    • Identity card/voter list
    • PAN of Income Tax card
    • Other authentic proof acceptable by M.L.O.
  3. Form No.2 : Application for learner's licence with passport size photograph.
  4. Form No.1 & Form No. 1 A : Self-declaration of medical fitness & medical certificate.
  5. Form No.3 : Learner's licence form with photographs.
  6. Report from SP/SHO regarding verification of antecedents.
  7. A certified copy of non-transport licence held by the applicant in case the application is for LTV or the copy of the LTV License if applying for HTV.

Fees

The Prescribed Fee for a learner's licence is Rs.30/- per class of vehicles, e.g. Rs. 30 for one category MC/SC WG or Rs. 60/- for MC/SC WG and LMV. This fee includes all kinds of fee payable for learner's licences excluding the permanent driving licence fee, which is to be paid while applying for a permanent driving licence.

Necessary Documents/Papers

For Permanent Licence

  • Your valid original learner?s licence.
  • Application in Form No.4 Rs.250/- fee for one category of vehicle (On Form-7).
  • Rs. 300/- for two categories of vehicles.
  • Proof of age and residence (as attested photocopy as well) .
  • One recent passport sized photograph.
  • Form No.5 in case of commercial licence.
  • The vehicles for which category you are applying the licence.
  • Your original licence in case of endorsements of categories.
  • Form No. 4 is to be duly signed by the MVI or MLO for competency of test.

For Addition of New Class of Vehicle (Rule 17)

  • Application in Form No. 8 duly recommended by the concerned MVI.
  • An effective (for at least 30 days) learner?s license.
  • Appropriate fee as specified in Rule 32.
  • Medical certificate in Form No. 1A from a Government Hospital.
  • In case of an application for addition of a transport vehicle, a certificate in Form 5 issued by a driving school or establishment.

Renewal of Licence (Rule 18)

  • Application in Form No 9 to the Licensing Authority having jurisdiction.
  • Medical Certificate in Form No. 1A in case of renewal of transport vehicle or in case the applicant has attained the age of forty years (Section 15).
  • Appropriate fee as specified in Rule 32.
  • No penalty shall be imposed if the licence is renewed within 30 days of its expiry date.
  • In case of renewal of driving licence issued by other authorities, an NOC must be produced and/or genuineness of licence confirmed from the original issuing authority.

Issue of Duplicate Certificate.

  • Application for issue of a duplicate licence stating therein the circumstances relating to loss/destruction/mutilation of license.
  • A copy of the report lodged with the Police Station regarding the loss/destruction of licence.
  • In case of mutilated licenses the mutilated copy of licence shall also be attached.
  • Appropriate fee as specified in Rule 32 of CMVR.
