Authoritative attitudes of State Agencies like DSIIDC leave no room for avoiding un-affordable litigation through Writ Petitions for its inactions or arbitrariness in fleecing hapless Public, it is only to be wished that matters like the one narrated hereunder, may get resolved through Alternate Dispute Resolution initiative of Delhi Dispute Resolution Society Of Govt of N C T of DELHI:

 

A) DSIIDC / NAC has been withholding (though unwarranted) arbitrarily imposed NOC for Industrial Plots at Narela Industrial Complex and making undue demand of more than 274% of the original (@Rs. 405/=) land premium, as ill-calculated (against LG-approved @ Rs. 20/=) compounding charges @ Rs. 1110/= per sq. mtr. for so-called delay (self-induced) in construction of factory building though the lease deed was executed only on 27.01.2006 (after directions of PGC/GNCTD) and on-site demarcation / physical possession given on 20.04.2010, only after intervention of PGC/GNCTD;

 

 

B) Unexplained collection (@Rs.650/=) of over 60% more than advertised (@Rs.405/=) and premium during 1986~1990 and still demanding further arbitrary land compensation without following any principle of natural justice, simply as a thumb rule;

 

 

C) Arbitrary collection of Ground Rent @ 2.5% alongwith Maintenance Charges @ 2.5% since 1992, without even execution of lease or physical demarcation / possession being given to the hapless Micro / Small Enterprenuers, much against DSIDC's own scheme / brochure;

 

 

D) The Industrial Complex has neither been provided with committed / necessary infrastructure nor any maintenance being done ever since arbitrary collection of GR & MC use of which only to be known to DSIIDC without any accountability, so far;

 

 

E) Lest another Lalita Park like disaster occur, on-site inspection of the ground reality of the pitiable conditions existing in Narela Industrial Complex (built far in excess of thew approved building plans in connivance with field personnel of the monitoring agencies / authoroties) need to be ordered / arranged to appreciate the haplessness of the unorganised MSEs, getting no ears either at ILMAC or such propagated fora of GNCTD / DSIIDC;

 

 

May the above be taken up at the any of the five Mediation Centres of Delhi Govt., to provide due and just fairness to suffering MSEs including aged (from 41 years young in 1986 to 63 years old in 2010) Senior Citizen Woman Enterpreneur.
