Advise on registration

Dear Sir,

My father bought a piece of land ( 250 sq yrd) in 2005 in hyderabad. The land was transferred on Notary in my mothers name . After that, we did not construct any structure but for the compound wall, we have taken electricity and water connection. 

recently, we wanted to have muncipal number to our plot but the authorities are asking for registered document.

so, we decided to get the document registered. we are two brothers and our father would ultimately transfer the title to us. But, my father wants to defer the transfer of title in our names ( as my younger bro is still not married)

The govt land value is now 20000 per sq yrd. Kindly suggest the best available option so that it addresses our need to get any permissions ( house number, permission to construct etc..) and also my fathers concerns in the least cost possible.
