Agriculturist certificate

What are the critetia for getting an Agriculturist Certificate? If one is not an agriculturist by ancestry, can one get an agriculturist certificate and buy land on the basis of an educational qualification? Specifically, can somone who has done MSc Biotechnology buy land for cultivating Ayurvedic medicinal plants, for production or research purpose? Thanks.

Non agreeculturist can purchase Agreecultural land for bonafide industrial purpose, cultivation Aurvedik medicinal plants is also bonafide industrial purpose, even anybody not having education also purchase Agreecultural land for bonafide industrial puropose.

no any permission required for purchsing agreecultural land for bonafide industrial purpose up to 10 hectors however permission of commissioner of indusries is required for purchse of land more than 10 hectors.

(as per the provisions of Bombay tenancy and agreecultural lands act 1947 applicable for maharashtra)
