Hi, I wanted to rent a basement in Malviya Nagar, Delhi for the purpose of opening photography hobby classes or documentary making in residential area (not mixed use). I am not clear if its allowed or not legally. I read somewhere in master plan delhi 2021 that Media professionals and documentary film making is allowed from residential premises. Can someone share his knowledge about this.

Checked with AE and JE of MCD local area but they were also not clear thats the reason I wanted to get a reply of some experienced knowledgeable law professionals here.
Also, Media professionals are allowed to work from residential area it seems. How do you define Media professionals ? What regisration is required to be called a Media professional ?
