Blatant Abuse of Labor Law and Machinery in Chennai

My friend is having a piquant issue with respect to a private software organization in  Chennai. He had been in service in that company from put up in  from 2001 to 2004. Even after resigning one of the middle manager is harassing him and my colleagues because of his perceived hysteria and he is trying to take advantage of us for setting up his own organization.

He is literally threatening  and telling that even after resigning all are his slaves and openly says 'Go to police and anywhere. I don't care.'. He is literally interfering with the managers of the current organization bribing them to act against us and refuse work benefits, challenge job stability and whatever he can unleash terror upon.

Regret to break open another sad part of the issue had to resign from Virtusa where this guy made his life miserable by sending his mistress to talk/seduce/bribe HR. Indeed Virtusa terminated those offenders who involved in bad practices but situations looked so bad that he had to take another organization now. 

What is the best way to tackle this guy? The more recent trend he is now following is to involve into the personal affairs of the employees. The organization does have an onshore compoonent in Minneapolis, MN in USA but they are nonchalant to these grievances. Furthermore, the chennai facility has been wound up around 2007-08 but this guy still unleashes a wave of 'Reign of Terror'.

Before things turn to bad from worst, give a police complaint to deal with the situation.

Thanks Isaac for the response but sorry for the delay. We have a few clarifications w.r.t. having a police complaint:

  1. I accompanied him once to Guindy Police Station. But they refused to register any complaints. Besides the point that the first question after knowing that he is in software is 'What is your salary?', 'Are you married?', 'Which bank salary is credited?'. I discouraged him from going forward with such investigations even before giving a hearing to his issue because of the apprehension that they would only treat him as a 'cash-cow'. This happened about a couple of years ago.
  2. Also I am sure you would have read that the accused openly challenges everyone of us to go anywhere and whichever cop and he has no worries of confronting and tackling them.

How would you, under these circumstances, tackle this menace?
