Builder asking club house charges and interest rate

Hi Respected Members ,

I have booked a 2bkh  flat of  in pune .whose possesion is due. when i went to builder for final settlement he told to pay following 2 things to me apart from my flat cost, parking cost

1) Payclub house  amount. not mentioned in agreement

21) charged interest of on ALL PAYMENTS either given by me or given by my home loan bank SBI 

So I have following query and update from my side regarding this

1) There is no mention of Club charges in agreement and he is not ready to give receipt for that. And I had specifically asked this thing while booking flat to sales manager But he told it is included in per sq feet cost of flat.

2) I know yow will ask me whether interest rate clause is mentioned in agreement  Then yes it is 18 % PA. But please see my below explanation

How can he charge me interest on the delay payment made by SBI bank. As ususlly SBI bank takes time to give the demand to the builder. So if bank takes time to disburse the amount how can he charge interest to me on that. There is a clause of 18% PA interest rate in agreement. But Iam wondering how he can charge me interest rate on all my disbursemnents.

Also regarding demand letters, his demand letter never reached to me except 1 or 2 demand letters  I would have receieved in my current residential address that to be too late . Rest other demand letters I have personnaly gone to his office and collected it and within 7 days i use to submit it to bank.  So my question is if there was no proper procedure or update by builder of giving demand to me on time and I myself use to followup to his office to get demand letters HOW CAN BUILDER NOW CHARGE ME INTEREST.

 

So its like Iam paying interest to my home loan bank, also I am paying interest to builder , paying to builders nerdy demands like club house (not mentioned in agreement) 

On top of that BUILDER SAYS YOU HAVE TO PAY YOU DONT HAVE OPTION.

SO its kind request and appeal to Respected lawyer members of this forum to help me. Is not there a rule which can protect consumer from above mentioned situation. I heard from on of my legal friend that the builder cannot claim interest untill the interest rate is reflected in his next demand. So is it true?  My builder never mentioned any cumulated interest in his demands and at last he made some calculations and asked for interest rate . So is it valid procedure.
