The situation is Builder delayed completion of work for my father in law who is the owner of the land apartment size total 24 flats and 12 flats not completed and still the building has no NOC and the flats are not handover to my father inlaw .In between the rest of flat owners formed a association and started maintaining the apartment and now are harassing my fatherin law for maintenance for the rest of the flats which are not complete and unsold what is the action my father in law can take Please advise
