Builder gives no time for home loan

I booked a flat in an under construction property in bangalore and received sale document on June 10th 2016. I then applied for home loan. However, I received notification for payment (for 10 floors that had been contructed) with last date on june 20th itself. On enquiring, the sales team said that it was a routine mail and that I could pay when the loan was sanctioned. 

However, at the time of posession in 2018, the builder is now claiming an interest @ 18% for the delay. There is a clause of interest levied in the sale agreement but nothing on the time to be given to the buyer for the loan sanctioned. 

Is this legal and justified ?
