No,
the Hon'ble Supreme Court held in a decision that after 30 years of acquisition of land from Govt. only a person can become absolute owner, but a N.O.C. from concerned Dist. Collector is compulsory for registration of such govt. land

No, legally a  land belongs to Scheduled Caste can not be transferred to General Caste without permission of District Collector. Seller has to seek permission from District Collector to sell the land yo you.
