Dear Sanjay,

You submit a detailed representation to the Board putting forth your requirements and give some time to the officials to work on the issue, but don't forget to take acknowledgment on your representation, then wait for some time  then you can file a Writ of Mandamus in High Court seeking a direction to the Board to mutate the names of legal heirs.

NB: Kindly check out the flow of title with regard to the property involved before making a representation to the Board or filing a Writ in High Court.
