I am working as scientific assistant in India Govt.service.Now I am undergoing a training and recently I got a transfer to Lakshadweep.I am a patient undergoing treatment for Lupus(SLE) and my daughter is affected by mild autism and I have to give her training.Despite my request the authorities turn down my plea.I have medical records with me about my disease and of my child.
Now I request legal help to approach CAT/other bodies.

prima-facie your greivance is not legally enforceable through court. [atgleast appearing from given facts]. Not advisable to waste time , money and energy on the same.
You hve to meet higher authroities.

Transfer is the discretion of employer and employer is having the option to consider the same on sympathetic grounds depending on such facts and circumstances of that job. It can not be imposed or he can not be even pressurised by the court.
Search in google if you wanted to wage a fight for which you are not having a right or go for employment that suits all your needs and purposes.

You meet the higher authorities and plead with them. If you have political influence use it. Otherwise nothing can be done. I have my sympathies for you.
