Clarification needed

I need a clarification. My father got a home from a person in 1992 paying the full amount and registering the sale agreement in sub-registrar office. We are residing in the same home till today. Owner couldn't register the sale deed in our name, because the government (it was govt buit hime) was delaying to give the original deed to the previous owner. Now the government is ready to give the documents, but the previous owner is not there (she is dead).

Can we file a special performance suite, asking the government to provide the documents in our name - by showing the sale agreement in 1992.

Note: In 2008, the previous owner gave us a notarized document stating "He dont have anyother person who can claim the home, she sold it to us with full knowledge. He couldn't register the sale deed in our name, only because, the documents are getting delayed from government end.

What is the possibility of us winning this case.. please assist.

Amount consideration in Sale Agreement? Any other documents make between u? U contect government office for that and make a document in your fevour. Relevant document attached with application.
