Closing dormant account without re activation

If a private or PSU Bank has made my account dormant due to inactivity, and I do not with to reactivate the account, but simply close the account and transfer the final balance to another bank. Is there any law that can help people close the account without re-activation? The bank is forcing me to re-activate the account when I have no intention to keep the account. Simply wish to consolidate the accounts so I only keep 1 active account.

Please can you help.

Inform the Banker of dormant account with an application to close your account and transfer balance amount in other account where you wish to continue.

It is a matter of procedure, no that of any law.

The balance amount in a dormant Bank account cannot be transferred to any other bank account without activating the dormant account.
