I HAVE FEW QUESTIONS TO PONDER:
1) MOST BANKS REQUIRE COMMENCEMENT CERTIFICATE UPTO THE FLOOR ON WHICH FLAT IS BOOKED. IF THE BUILDER HAS GOT CC UPTO 4TH FLOOR WHILE ONE HAS BOOKED A FLAT ON 20TH FLOOR, THE BANK WILL NOT GIVE DISBURSEMNT OF THE LOAN SANCTIONED. HOW TO PAY THE DEMANDS RAISED BY BUILDER AGAOINST THE PROGREE IN CONSTRUCTION? IS IT LEGAL FOR BUILDER TO KEEP RAISING THE DEMAND ALTHOUGH HE IS UNABLE TO GIVE ALL LEGAL CLEARANCES REQUIRED FOR LOAN DISBURSEMENT?
2)CAN BUILDER LEVY THE RECENT SERVICE TAX AND VAT ON SUCH FLATS FOR WHICH HE IS UNABLE TO GIVE ALL DOCUMENTS AND CLEARANCES.
3)LOGICALLY, SHOULD BUILDER NOT DEMAND ALL GOVT LEVIES ONLY AFTER HE IS ABLE TO OBTAIN ALL RELEVANT CLEARANCES UPTO THE FLOOR ONE HAS BOOKED.
