DEMAND OF PACCA BILL

Sir as we are all aware that ninty nine percent people do purchase but never ask for a pacca bill.
Only one percent who ask for pacca bill, shopkeepers say that their computer is not working now, wait otherwise come tomorrow.
what should we do, if you visit tomorrow, they recognise, and say these things are out of stock whereas they are selling to other customers in our presence.

Hello sir, greetings of the day.
As per your query, you must know that it is the duty of every citizen to demand for pucca bill. If citizens to get an invoice whenever they purchase any goods or services from the shops this would broaden the tax base in the long run and help it lower tax rates. By asking for a bill, if there’s awareness about this, then the government can reduce rates by 4-5% for every item (under the goods and services tax). If any shopkeeper offers to sell any customer goods at a lower price provided the consumer doesn’t demand a bill, the consumer should immediately file a complaint using the helpline. The introduction of GST also aims to reduce this problem.  The 'kacha bill' and 'pakka bill' system that is prevalent in our country has helped mobilise black money. The introduction of GST will help put an end to this. The biggest expectation from GST is to boost Indian Economy and to curb black money that is circling in India. Selling of goods under ‘kacha bill’ or ‘kabutar bill’ or ‘invalid invoice’ is one of the most  prominent sources of circling of black money in Indian economy.
Finance Minister of India, addressed the citizens and said the government would in the next 15 days launch a helpline that would allow people to confidentially lodge a complaint against those who refuse to issue an invoice to consumers.  According to the consumer protection act, all shopkeepers are liable to legal action if they fail to issue bills to consumers after purchases from them.

Insist for a handwritten bill stating the fact and the receipt should mention that this is an ad-hock bill and regular bill will be given on.................of this date.l.

After the Consumer Protection (Amendment) Bill, 2011, failure to issue a bill or a cash memo, is an unfair trade practice. For such kind of activity, one can file a complaint to the nearest police station and also to the consumer redressal forum against unfair trade practice.

Hello!  

Shopkeepers around the country try many ways to avoid taxes and one of the ways is the non-issuance of a pucca bill or electronic bill. Every customer must demand a pucca bill so that the shopkeepers are made liable to keep a record of their incomes and pay taxes. It is also advantageous to the customers in case if the product is defective, he can use the bill to complain against the shopkeeper and claim compensation from him.  

Shopkeepers try to entice the customers by suggesting them not demand a pucca bill and in exchange for that reducing tax on the product. Customers should be aware of this practice and complain to the authorities in case the shopkeeper is trying to use such means to avoid taxes. The government passed the GST bill to curb avoidance of taxes where are the sellers are liable to pay taxes electronically and keep a track of them but still, many small shopkeepers don’t follow GST guidelines and avoid giving bills to customers. Writing of bill amount on a piece of paper is not sufficient and it is mandatory that the shopkeeper prints an electronic bill with the details of taxes and gives the same to the customer.

As a customer you are entitled to have a bill to be issued by the shop[keeper.

If he is not complying with the same, you can either make a complaint with the local police for not adhering the to rules and selling goods without bill which is an offence or approach consumer forum with a complaint for unfair trade practice.
