Encashment of earned leave

Dear Experts,

What is the rule for encashment of Earned Leave? Is it payable on the Gross Pay or Basic + D.A.? Payment is deducted on gross pay when someone is absent.

The Act applicable to the establishment describes both rate of Leave with wages and rate of encashment of leave.
