False arrest by police in state other than their home state

In a corruption related case an arrest was made by Uttarakhand police in Delhi more than one year ago. The arrest was made without following Supreme Court directives on arrests and without informing Delhi Police. They arrested the accused on the pretext of interrogation and without informing him that he is being arrested (Proof available). They even entered wrong "Time of Arrest" in the arrest memo (proof available) and wrote false stories in the "Case Diary". There is a difference of approx. 3 Hours between the time when accussed was picked and "Time of arrest" entered in "Arrest memo"

 

Can this 3 hours be treated as "Illegal Detention" as per SC/NHRC directives?

What action can be taken against police personnel making such arrests ?

Can this be treated as contempt of court and application moved to Delhi HC (Place of arrest)?

As the case is more than a year old, can this case be filed in NHRC ?

What steps need to be taken to ensure severest & exemplary punishment to these police personnel ?

 

Uttarakhand is least likely to punish its personnel, so I want the complaint /application moved in Delhi (Place of incidence).
