before sending a legal notice to any one first you should send you correspondence means a formal letter and give them time to respond and if there are not responding then take legally
and taking action through obudsman through rbi is easier and also quick action will be there

It was a serious lapse on the part of the Bank since the payee (whom you had issued the cheque) could file case against you (breach of NI Act) and ask for compensation (double the amount of the cheque) OR put you behind the bar. Hence, when you had sufficient balance to honour the cheque in question but dishonoured by the Bank, it was a criminal breach of trust. Hence you could move to Banking Ombudsman and also the Consumer Court and ask for a solid compensation (for wrongful dishonour of cheque and also for mental harassment).

The best answer to the query was not thanked by Anonymous. It was by Adv Hemang - "frame your question properly" !! I wonder why everyone is jumping to the conclusionthat the bank manager has been approached by the querist and has denied the information sought.
I shall try to give the 2nd best answer: how to send a legal notice? step1 - meet a lawyer with all documents on the issue at hand, step2 - let him draft a legal notice and send it by post. end.

How to send a legal notice to a bank manager for seeking information about ch-que dis-honr incident where sufficient funds are in the account.
the last answer was given but have you gone through the question 1st
he had requested how to send legal notice and he had not asked through whom the legal notice has to be sent
the above answers are based on that query
the above query is even after the account is having sufficient funds the bank has dishounred the cheque so all the above answers are based onthat and not who will send the legal notice and how to draft it
