The voter ID is available in the public domain of the Election Commission of India and can be downloaded. One can also obtain such copy by applying to Local authority providing name: Son of Ward No Constituency. This is a simple process, please try to search in google with key words VOTER PHOTO CARD OF ..........................WARD No......................in ........................Constitutency.

When he died is important because adhar was introduced recently ,if he died before how you will obtain, pan card was not compulsory at that time, digital system was implemented recently ,so u can only obtain voters I'd ,if he was anyproffessinalist as advocate CA etc proof is enough.
