The licence of Civil Contractor is issued from the local authority. You need to consult with your local authority wherein you want to work, like PWD, Municipality, Road Department, etc.
Licence of Civil Contractor and Civil Engineer is different.

1) Civil contract license was issued by Local competent authority.
2) The license is different for contractor and engineer.
