Need to buy plot

my friend have plot around 1500 sqft in( rui )gramin area which he got from gram panchatyat

plot come under gaon thane

can i buy that plot for construction as i am taking loan from my company

and i need NA TP plot  ,30yrs search report, and many more doucument

i need to buy that plot can i buy it or not and what document i should take from him
