Non receipt of appointment order

I was selected in one of the central government office as a stenographer grade IIII in 2005. At that time there was only one vacancy and that was filled but my name is still in their panel list (waiting list) and that department has given me letter that your name is in waiting list and the pannel is permanent. Once vacancy will come they will contact me but It is almost 4 years completed but still they not given me appointment letter.

What should I do because my age is 29 and I am SC category candidate.

Can someone help me in this matter?

legally speaking the tenure /time period of any waiting list is one year

when the best candidate joined, there is no relevance of waiting list.
