Our is a autonomous medical teaching institution under governament of karnataka having 4 tiers which include Dean,Professors,associate professor,and assistant professor posts.There are 8 departments (diffrent speciality)which is headed by one professors under whom there are 2-3 associate professor in each department depending on the work load.and 2-5 assistant professor depending on the work load.Appontment to the lower most cadre(assistant professor( is through direct recruitment following roster system).I understand that roster system applies to lower cadres in group A post.Should the roster system be followed during promotion also like while promoting to professors post? if there are 10 professors,is there any rule that roster system be followed in the professor cadre it self.ie..stipulated no of profesors should be there belonging to each category based on the roster system.? when ever there arises vacancy in the top most post,can the backlog be adjusted by recruiting professors,even if there are eligible candidate belonging to general category? or backlog is filled in the entry level pls clarify
