RTI and ballot Paper

One of the CPSU has the costody of the ballot papers of their Union election. Can a citizen ask to inspect the ballot papers by reviking the RTI act ?

NO.  The ballot paper is paproperty of an individual citizen and it is not a public property hence RTI Act 2005 does not applied on it.  The RTI Act is meant for information of public documents whichever is in the custody of ay public authority.
