Rti application without signaturte

1.. If some body asks for some information under RTI act through written application without signature, is the concerned officer bound to provide information?

2.. Should RTI officer inform about absence of signature on application?

3.. If in abpve case appropriate communication details are not available in application, what should RTI officer should do?

1.  The RTI PIO is bound under the parameters of section 5 & 6 of the RTI Act, to render "ALL" assistance to the RTI Applicant, in all possible manner, which includes informing the applicant of any deficiency /mistake in the RTI Applicaton.

These are hypothetical questions. Are you preparing for an examination or are you having a problem and, in case of the latter, what is the problem? If you send an RTI application without signature and the PIO does not reply because the application does not bear signature, you will not come to know of it. If you do not reply you will appeal to the appellate officer again with or without signature. Let me assume that you signed at least the appeal. On action taken by appellate officer, either he will inform you that you did not sign the original application or he will get you the information sought. Thus in a practical situation there will be an yes or no in every step and sub-step and one will have to make a big chart to answer you. So be practical and state exactly your problem or if you are preparing for an RTI law examination, state that.

It may be a real problem for you. But when you start sentences with 'If', it becomes a hypothetical problem for us here. Give sentences using verbs in past tense and ask us. Don't say "if it so happens, what to do?" Instead say it happened so. What should I do?.

If you had mentioned your email id PIO might have informed you of any deficiency, by email.

If you had attached postage prepaid self addressed envelope for reply by Redg. Post (there is NO bar on doing so) PIO might have informed you of any deficiency, by Redg. Post.

PIO might have sent letter by ordinary post.

This turns out to be an academic exercise with no practical significance. Responses look like answers in an examination.

I heard that if anybody writes the name in RTI with all capital letters means RTI is being filed by someone else on behalf of the person whose name is written in capital. Expert may correct me.
