Transfer of unregistered apartment

Can I sell an under construction property? If yes, can anyone throw some light on the process of doing the same. Some pointers which may be useful - I have loan from HDFC, property alloted by builder in Dec-2007 through allotment letter (on Rs. 100 non-judicial stamp paper). Please let me know if I need to provide any further detail.
