VUDA sale permission - reg

I am planning to purchase a plot in a layout which was alloted by Visakhapatnam Urban Development Authority(VUDA) in the visakhapatnam. The plot was registered in the name of Ramalakshmi who was a central govt. employee in the year 1990. The property owner Rama lakshmi was died in the year 1995. Now her husband was selling the property. Husband has agreed to sell the property along with the Sale Permission from VUDA for selling of the plot. 1) When I approached for Home loan the housing finance people found that the plot measurements were wrong however area(SQ.MM/SQ.Yards) was correct. Then the seller has approached VUDA for rectification in the document. Accordingly VUDA has rectified the measurements and registered at Sub -registrar office in favour of the Husband's name as wife was died. 2)When I approached VUDA, they have already issued sale permission to third party four years back(in year 2006). 3)when I asked the Husband about sale permission(2006) he told that the deal was cancelled in the year 2006 hence he(Husband) has taken affidavit from the third party and shown the same to me. 4)Now when Husband approached VUDA for sale permission they told that "now they cannot issue fresh sale permission in favour of my name" as the sale permission can be given only once to one party. 5)Already I have sold my properties in my native place for buying this plot. 6)Now housing loan people are asking for sale permission in favour of me to grant the loan. 7)can't VUDA having rights to cancel the old sale permission ? 7)Please advice/suggest me how to get sale permission and to proceed further.

GET A LETTER FROM THE CONCERN SUB REGISTRAR NO SALE HAD BEEN EFFECTED AS PER THE SALE PERMISSION LETTER NO/ DATE, ALONG WITH LATEST E.C. HENCE WITH THAT LETTER ,E.C AND  ASK VUDA AUTHIRITIES TO ISSUE amended LETTER BY TAKING  Indemnity bond.
