Why people are afraid of helping road accident victom ?

Hi,

This is more of a curiosity question with an interest to understand is LAW or police procedure responsible for the inhuman behaviour of general public.

When any road accident occurs, i see people do have emotions to help the victom, but are afraid and offen say "Kaun police ke lafde or kanoon ke janjat me pade".

I want to understand from the LAW angle and with your experience, why it makes helping hands so reluctant.

Because of;

1. Ignorance of Law that Hon’ble SC has already made it binding to such helpers not to be questioned unnecessarily by various Authorities.
2. Excess police harassment and pointing fingers at such helpers by calling h/er to police station at odd hours for statement and or to Courts and or in general.
3.  Medical professional’s ignorance that without MLC the first line of attention should be towards line of treatment to be given to such victims first and then informing to police.
4. Shooing away the RTC victim as shrugging their hospital responsibility and pointing to Govt. hospital least they being private hospital get into various Authorities trouble.
5. Private hospital donot cater to RTC because it costs money and commerical extabilishments are for profit making that is art oc commercialisation over social responsibilities.
6. Lack of periodic training of various stake holders.
etc.
