Wrong Child Labour Law

These days the News papers, T.V.channels, Radios and Advertisements etc. are flooded with the talks about the child labor and its preventions and causes. But have they really thought how far their analysis is right?
According to most of them and The Child Labor Law also,the root cause of this problem are only those people who employ children?
THINK if at all they do not provide work to these children, how could these deprived off children survive?Either they would have started begging or fallen into the pit of crimes.
The real cause of this problem are not the people who employ such children, but the people who give birth to these children without having any resources to up bring them properly. And the Govt. and intelligentsia are also responsible for this problem because they failed in creating a consciousness in the society that a couple should give birth to a child, only if they are capable of up bringing them properly. Am I right /wrong? Your opinions and comments are welcome.

Yes this is a socio-economic problem

1. Poor people mostly uneducated  give birth to children as they feel they are assets. Education/aware ness campaigns will change thier prespective. We the educated lot has to take up on a regular basis. Normally we come across people working in our houses as house maids, watchmen, office boys, sweepers,veg vendors etc., whom we interact very frequently ans we can target them by counselling/guiding. 

2. There is another situation: There are some trades like blaksmith/goldsmith/carpentry etc., the induction should be from childhood,otherwise, the boy cannor acquire skills by the time he growsup. The Motor mechanic trade wherein mostly they mechanics acquire skill by working on hands from child hood. But in many cases, these children learn the works while working and also gets exploited.We find most of the mechanics who started his career from child hood are more dependable than diploma/sdegree holder. This we cannot call it a child labour. However in such cases, formal education to be imparted to them.

3. The Child labour act protects children from working in organised/unorganised sectors and their exploitation. It is required in our India. Since child labour is cheap/sincere/can be cheated/children work more hours for less wages/they donit complain/they don't need any special facilities most employers try to engage them.
