Dear learned members of this group. Please advice me on this issue:
AICTE in 2010 issued pay commission guidelines showing pay scales and promotion procedures for lecturers in polytechnics.
In 2012 AICTE again issued Career Advancement Scheme 2012 for the same and created lot of chaos in the life of polytechnic lecturers. My qns are as followed :
1. Can promotion guidelines may be made applicable from the back date or they will be applicable from the date of publication in the official gazzete?
2. Can the qualifications for the promotion be changed any time during the service or they should remain same as it was at the time of joining service?
3. Can the payscale given at the joining be lowered any time except by punishment of pay reduction?
Please give suitable advice
