Appeal in state consumer forum

Sir

Please refer to section 15 of Consumer Protection Act 1986

This section allow aggrieved party to appeal against the order made by District Consumer Forum

The question is that can an aggrieved party appeal in a state consumer forum other than state in which district consumer forum made order?

Please explain in terms of section 17 (2) of Consumer Protection Act whether the role of 17 (2) is only to define 17 (1) (a) (i) or if I have a case in which Bhagalpur (Bihar) District Consumer Forum made an order, the appeal can be file to UP State Consumer Forum under section 17 (2)?

It is a basic principle of law that an appeal against a lower court decision can be made only in a higher court which has jurisdiction over the lower court.
