Is article 14,16 & 39 of the Indian Constitution is it applicable to employment personnel policies in Central Public Sector Undertakings? If such a corporation is Navratna or now graduating to Maha- Ratna Corporation? Will it be possible to challange their personnel policies in the Courts.

Yes, it is possible. If the organisation is within the ambit of Article 12 of The Constitution of India writ will lie.
