Can POA in Haryana be given only to blood relative?

I need some advice on  a case where the landlord wants to lease his apartment in gurgaon.As he lives in Dubai he wants to do it through a POA.is it true that it can only be given to a blood relative as thats what i have been told by my document writer.Please advice as i believe rules in Delhi are not the same as in Haryana.

no there are no such rules POA can be given to any one you trust who may not be your blood relative 

but make sure you include the point that you are not authorising to sell the said property.

I also concur with Gadgani.POA does not depend on blood line but on Trust.

You give a POA any person who has know u very well, and u trust on him/her.

i am specifically asking for gurgaon.i asked a couple of other document guys and they all said the same.

in anyof you from gurgaon/haryan??
