Change of Schools books, extortion of parents in India

Sir, 

Every year schools in the country keep on changing books. A large sum goes to various traders and school owner. ven tiny books are heavly priced so that maximum amount can be extorted from parents.

In our country crores of books are sold in garbage, crores of trees are cut every year to conver in paper, billions of units of electricity is used to make paper and only brokers make money at every level. 

I am of view that If books are collected by Schools from pass out students and re-issued to all students comming in a particular class next year shall reduce substantial burden on the pockets of parents and thousand of the problems shall get solved. In this way library system shall resume and books shall be re-used multiple times without any harm to environment etc. 

I will be thankful if somebody guides how to bring such a law through PIL in country.

Do you mean, the schools  management start dealing with garbage collectors rather than bring quality in educating the school children? Further, you may have to calculate the cost element for wastage of time of school management and teachers in undertaking such activities as compared to the cost saved on books by collecting from garbage or garbage collectors.

On experiment basis, why not take chance with some nearby school. Instead of filing a PIL, at first try to get a first hand experience by advising one of your nearby school and calculate the cost and savings by the school. provided they are ready to accept your proposal and you are not hooted out.
