i have a doubt regarding to college fees.
This semester college management is asking penalty for late submission of fees. They applied this rules with out informing students / they never mentioned anything about penalty in notice.
what are the legal sides for complaint this issue ?

You may visit the rules regarding the fee and its imposition from the prospectus or other rules maintained by the college in this regard. This type of penalty are normal in all the colleges, hence better avoid paying the fee after due dates. Nothing can be suggested without seeing the college rules in this regard.
