When your wife filed application for job at the age of 13 years, she was replied that the department agreed for providing job and issued a letter to the effect that she will be eligible for joining after attaining the majority.  As already the department has issued a letter, it should abide by it and there is every chance of getting this job.  Submit another written representation to the department quoting the above correspondence and take acknowledement.  If no reply is received, submit a reminder.  Then also if no reply is received, file W.P. in the High Court.

Learned Mr. Srinivas has given valuable advice. Kindly follow it.

You can arrange a meeting in person with the concerned authority and submit a written request under acknowledgment with proper seal and signature. After the meeting you can submit the minutes of discussion under proper acknowledgment. You can raise RTI application to find the status.

As rightly advised by Mr. Srinivas you can finally approach court of law.
