Factories licence

Dear brothers,

whether a factory can get the factories licence which was already issued in another name.

whether the same factory licence can be issued to a new company

i.e: the factory licence issued in the name of XXX under No.1234

tha same was renewed after a year in the name of YYY under the same No.1234.

is it possible or which law is violated.
