Goods seized by customs

Recently there is a proposal in Customs to sell confiscated goods to its own officers to generate revenue. Is it legally sound? What are the ownership rights of Customs on these confiscated goods?

 

Do the goods confiscated by Customs belong to the public and should be sold to the public by public auction? Have the goods confiscated by the Customs always been sold or auctioned publicly to get maximum revenue?
