Hdfc bank declining 'verified by visa' transaction

I am not able to use my HDFC debit card on merchant websites like PayPal, Amazon etc. HDFC Bank says they only allow usage of their debit cards on "Verified by VISA' merchant websites. Also, I am not able to use my HDFC card at a "verified by Visa' website i.e.EntroPay.com


Can a bank restrict usage of their cards on some specific sites?
Shall I go to a district consumer forum?

The terms and conditions of the usage of debit cards and the restrictions with the reserved rights of the bank will clarify your doubts, please go through the contents once again,  if you donot find any such condition , you may issue a notice to the bankers and if unsatisfied with their reply, you may approach consumer forum.

Even, HDFC Bank's NetSafe virtual visa credit cards are restricted to use on 'paypal.com'

I have read carefully their Terms and Conditions for NetSafe Card and Verified By VISA / MasterCard® SecureCode™/ ProtectBuySM offered by HDFC Bank Limited. I do not find an such condition.
