How can we verify the documents before purchasing a house

1)  I need information about purchase related to House.  My friend wants to purchase a house which is newly constructed at Hyderabad surroundings.  Actually the new constructed house was built on agricultural land which was converted for commercialisation and houses construction.  How can we verify the documents. 

2) And also is it necessary to have regularised by Municipal Authorities which was already constructed long back for a period of 7 years back.  If the same house can be purchased without having municipal regularised there is no any problem?

u can take revenue searches of the said prperty as well as searches of sub-registrar of assurances. From SRO u can have information as to what were the  earlier transactions with respect to the land in question or whose survey nos. if there are encrumbances i.e loan etc on the said land they reflect in Village form no. 7/12 in the column of other rights. So after perusing revenue and Sro searches u can have substantial information whether the land has a clear title or not.  Secondly, u will have to obtain all requisite permissions from corporations like B.U(building use) Imapact free reciept.. u may ask for all these originals for inspection alongwith N.A order. Also, it is essential to inspect the original sale deed between builder and the earlier land owner.
