Immigration - Nationality

I am married to a Japanese and my kids have Japanese citizenship by birth as the kids are born in Japan to a Japanese mother.  I spoke to Indian embassy about registering kids birth and getting Indian citizenship and renounce Japanese citizenship at the same time, But no help as they keep telling to ask Japan goverment office !! a bit wierd. As usual no help from Indian embassy... 

I would like to know the possibilities of getting indian citizenship for the kids. One kid is 2 years old and another is 1 month old. What are the possiblitiies and ways to get indian citizenship.

1. I have already taken the passports as we travel often.

2. Can i register the birth in India by translating birth certificate and attested by home ministry in Japan.

3. Can i register them in ration card ?

You have to register within one year in Indian consulate. and declare that kids didnot have passport. which you have, ask the provisions from consulate other wise if no outcome reached you can approach court in india.
