It seems that while in the case of our recruitment they have followed all the recruitment rules. Advertisement published in the Employment News and applications were submitted and after shortlisting of candidates, they hold speed test @ 80 WPM as per recruitment rules.

You said " It seems that while in the case of our recruitment they have followed all the recruitment rules." You have to see what the the recruitment rules for the post of stenographer in NCERT and then say what procedure is stated there and what has been followed.

I have gone through the recruitment rules also. There also same thing. They have followed the recruitment rules.
