I agree with Mr. God Bole. Please understand that Railway and IRCTC are two separate bodies and IRCTC can not be held for train running schedules. In emergencies, suppose damage to track or bridge, the Railways has to divert trains, in the interest of its passengers, and though both Railways and  IRTC notify train diversion information on their websites it may not be possible to notify all the passengers concerned because there is no system of furnishing contact numbers for all passengers, such as those who book ticket from counter. But in the instant case, it appears that the diversion of train was not an isolated case but persistent and as such this can be a case of deficiency and negligence in service provided one can prove loss sustained due to such deficiency and negligence. It may be a weak plea if the passenger happen to be a resident of X with full awareness of the fact that the train does not pass through X, though it may be the normal route of the train.

I still feel its extremely unlikely that a ticket was issued of a train which was supposed to pass from such and such say X station

If  the route is diverted , and announced on Public address system , or on Noice Board of that Platform or flasshed on screens which show timings of train arrival or dep ., still it will be considered  " as has been informed " .


Unless its a case of that the published route is X to Y to Z   and  the ticket is issued of station P which does not figure in the Published route

Then the person boards the train and the station does not arrive .


But if the published route is   " X to Y  to Z  "  and confirmed ticket ios issued of station Y and it did not arrive due to change route

In the above case there seems to be a case of deficiency (which is extremely rare)

In second case only refund of fare if due to change in route , you cancel the ticket
